US office Federal Aviation Administration (FAA) intends to award a single source contract to the Czech Technical University in Prague's Agent Technology Center for research support into the applicability of the AGENTFLY software system for Next Generation Air Transportation System (NexGen) concept validation. The University's Agent Technology Center is the only source that can meet the FAA's specific software and analysis requirements. These requirements are:

An Agent Based Simulation system that provides Air Traffic Management/National Airspace (NAS) representation A medium to high fidelity Sense & Avoid (S&A) /Conflict Detection and Resolution (CD&R) Capability that can implement various S&A, CD&R algorithms A representation of Unmanned Aircraft Systems (UAS) aircraft and the ability to provide an analysis on the impact of UAS operations in the NAS.

Work under the proposed contract is comprised of 4 tasks. The task work includes investigating the effective way to distribute the processing load of AGENTFLY software across multiple workstations, the use of the dynamically distributed AGENTFLY software with civilian aircraft, validation of the dynamically distributed AGENTFLY software against supplied civilian aircraft flight plans and to demonstrated the use of the AGENTFLY negotiation process against civilian and UAS aircraft. Total contract performance period is 15 months. A labor hour contract is contemplated. Estimated 2400 hours of effort in total.

A competitive solicitation is not available for this procurement.
